One could see this as a flaw since i don't know the room someone will be using that loudspeaker, but the logic is next - if you have smaller room, you don't want your lows to go wild and become mushy. All of my loudspeakers are tuned F3 to about 40-45Hz so they work with the room. Tuning low in rooms of that size that are made of brick creates mayhem with bass and sub bass.
